I maxed out my free views to the Herald so I couldn't read the article.
There are well documented offers to move Pius XII to Ireland in the event of a communist government post World War II. I am not sure where they planned to house the Pope or where an Irish Vatican in exile would have been located.
I suspect in such a scenario either Pius would have fled to the USA or the Americans would have directly intervened militarily to overthrow a Marxist Italian government.

I managed to find that article today in a copy of the Catholic Herald. It is quite misleading in that it consists of a report in an English paper , the Liverpool Weekly Post that Pius XI was considering moving to a mansion near Mount Melleray due to disputes with Mussolini's fascist regime in July 1931. Those who have visited Mount Melleray will be aware it is somewhat off the beaten track and would hardly have been a suitable Vatican in exile location. The 1931 article also claims Pius was invited to Ireland for the Eucharistic congress, a claim I have never heard before.
Other than this newspaper reference there is no evidence for the claim this article appears to make. The remainder of the article discusses the difficulties between the Vatican and the Fascist state in the early 1930s with no reference to Ireland. It is a little disappointing that the author, a postgraduate of UCD has attempted to spin a story based on a single unsubstantiated piece of media speculation.
