Traditional rite ordinations,and perhaps confirmations, were unlikely to be taking place in the diocese I live in,so that part is largely hypothetical for myself,but I'd feel for traditional priestly societies having to negotiate future ordinations- the Fraternity of St Peter throughout the world,Christ the King community in Cork,the monastic communities in Silverstream in Meath and Colebrook in Tasmania- and all these receiving interest from young aspirants in contrast to the rest of the Church around them.
Literal interpretation of the statement may rule out baptisms or traditional blessings for holy water- did His Holiness really approve of this just after a largely cordial visit to Greece and Cyprus, mostly Eastern rite areas that have only ever has the respect of Rome for their customs and rituals?
